Unless the resolution of the screen exceeds 720p, you don't need 1080p on your phone. I don't need 1080p not even on my laptop even though it can handle. IMO, regardlessly of how fast phones are, the oses are unoptimized and will always lag. I have sgs, and has the current fastest cpu, and runs froyo, but it still lags, and quite often. Not just nokia lags. At least I'm ok with it.

or bigger batteries

Smartphones don't need that much power for now. They should focus their research on how to prolong battery life. Isn't that more important than playing 1080p videos on your tiny screen? If you can't tell the difference between a 720p and 1080p on a 40 inch TV then what's the point on having it on a 3.5 inch screen?

Hopefully manufactuers and developers will make more use of the dual and quad cores than in the PC market.
It's great to have more cores but it meaningless if they are not used.
