It might be useful in countrys where there is a lot of electricity cuts....
So, how this will work, exactly? The phone will start broadcasting its presence 24/7?
I hope there will be a way to disable it.
Is there an option to approve/deny data request, to prevent unauthorized leaches???

Just checked my oneplus 3t. The version of Google Services i have is 10.2.91 - no seeing Instant Tethering. What specific version of GS app Instant Tethering works with?
wow. who thought of this feature and having the guts to work and implement this.
first thing, not all people have tablets anymore.
second, if one has a tablet at home, more likely a smartphone is nearby. if Wi-Fi just goes down, one simply picks up the phone and resume whatever the user is doing in the tablet.
I'd rather see USB tethering where an internet connection from a PC is shared to the phone as there are offices/homes with weak or no wi-fi signal where laptop or PC (through LAN) excellent internet. There are only a few Android phones can do this
