Each cellular band cost money, that Xiaomi has to pay to Qualcomm, or to other SoC OEM. As the Band 20, on the 800MHz, is mostly used in Europe, Xiaomi does not pay for that band on the top models. Furthermore, each additional LTE band requires testing and chassis tweaks in order to provide a better and stable signal. The Global versions of the Redmi series have that band, because it has success on the European market, through the online resellers. The Mi Note 2 Global had the objective of being a global phone, for businessmen that travel around the World. The Mi series is sold in smaller quantities for the European market, thus Xiaomi not needing to invest in that band.
