Its there because future improvements to hdr+ will be in firmware instead of regular software, so that it become very hard to copy.
Right now you can literally run it on a galaxy s8 and other phones, and since its google biggest differenciator you can see why theyd want to protect it better.

In reality it's just a dud processor unlike in Nokia 808 where it was actually used.This update or not this processor will continue to be useless.
