Well that is free-market capitalism...when US companies take over countries and run their economy, it's fine, they represent US interests that trump popular sovereignty and local businesses and companies, eg. local interests. When the Chinese try to play the capitalist game internationally, it's all bars and holds and chokes...

the kindest- Those who already purchased a ZTE phone may keep it. but they don't have any ability to go to a tech store to fix stuff if it gets broken.
Neutral- A recommendation to switch a phone. with a refund or other rewards.
Harshest- Confiscation. and giving you a different device with the same value/specs.
or even worse. Imprisonment.
those are merely speculations though. I am not even a US citizen.

I had a gold LeEco Le S8. Only $142. Beautiful phone but software was terrible. My apps would crash or the screen would go black. EUI had lag. Returned it two days later for a refund. Really wanted to keep it but will never trust a Chinese branded phone ever again. Difference between made in China and Chinese brands. Don't trust the latter.
The irony is my Xiaomi Mi 3 still works beautifully and it turns 4 this July. But from my experience, I don't trust Chinese and Taiwanese brands. I don't like HiSuite or Mi PC Suite. I don't like their custom skins. Avoid ASUS as well. Sticking to LG, Sony, Motorola, or Nokia for now on even if the latter two is either owned by Lenovo or known as HMD.
Better off with Apple and Samsung over any China brand. Don't trust Chinese.

just know that CCP has been doing this government thing for 97 years while americans have been doing it for 200+ years.. and if you link them back to the british days even longer.. they have much better experience in deceiving the public and giving a sense of "freedom"

As someone from Europe i own a Huawei p10 and i love it! Huawei is right behind Apple and Samsung IMO for quality and tech. I can't wait to buy new p20.

People should do research before they talk or act.
Chinese government lies cheats and steals on daily basis. US goverment does the same. It is a competition. Many US/EU products are banned in China unless you form a joint venture with PRC company/government. Now China gets to experience the same. Form a joint venture in US, produce it in US, then you can sell it in US. Payback is a bitch.
