I don't get it. If it's wrong for Qualcomm to bribe Apple not to purchase chips from competitors, then isn't it wrong for Apple to accept such a bribe? How can Qualcomm be in the wrong and get fined and not Apple? In what other context anywhere is it illegal to offer a bribe, but legal to accept one?
