Qualcomm & Apple, both were involved in this deal but only one of them was fined, why?!
It seems like different agencies fine Qualcomm to relieve their boredom.

Qualcomm probably needs to help its competitors by doing marketing and also finish the deal to make their competitors profitable and earn better than themselves. Such a selfless service to humankind....
