Light comes in and the brain collects what it can. We have pupils for aperture but as far as I know we don't have any sensitivity controls, although I'm not an optician. So I dunno if the value of 1600 is right, but since we don't tend to see much grain in our vision regardless of lighting, it's a pretty safe bet that it ain't changing up or down.

I don't know if the value is correct but sensitivity is a single value that is a function of the materials, medium etc. Digital cameras appear to adjust this but really they're just sacrificing detail for light (hence the noise).

      -Exposure- is what is a matter of the combination of optic variables (ISO, aperture, shutter etc). Sensitivity is a fixed characteristic and I don't see why we wouldn't be able to determine it, it can't be that difficult to figure out.

              Why they didn't use this sensor in new xz2 devices? Instead they used the same year old sensor.

                unless sony somehow magically manage to snatch big chunk of the market share(maybe as big as huawei) then they can risk in R&D

                  There is not a single study about that with such results. Human eye is so sensitive and it can adapt to light so there is no such simple answer to it.
                  You can find some articles that say its between 800-3200 but there no solid study behind that, its all assumptions based on simple non scientific test.

                  ISO is nothing more than light sensitivity. And even if its obvious that some cameras can see more in the dark(we cant deny it.), its not posible to determinate exact number of light sensitivity for human eye. Its so dynamic that human can see from 100k to even 5-1 lux

                  To see how dynamic our eyes are its a matter of going from room with lights to room without them. At first you will cant see anything but with every second your eye will see more and more, and every person is different in so many ways that difference between light sensitivity of one person and other could be bigger than 50%

                    I cannot understand how Sony messed up with their mobile cameras so badly. They should have been the best.
