I live in Iran and I have 16Mbps ADSL and yes I download 2MB per second and I can load gsmarena.com in less than a second, I don't know where the hell you live! But internet speed over 4G reaches about 40Mbps in Tehran.
Further more, telegram is still accessible over ADSL.

Please go study about the AES256 encryption. Annoying to see so much lies and hatred in GSMArena !!!

It's not really because Telegram does not provide the government with users data. It's because Telegram has become a free media that people have access to all sorts of news that are otherwise banned in National TV channels. People can share any sort of information with each other. That is the real threat in my opinion for the government of countries such as Iran and Russia.

our internet service is superlow t... moreHow the vpns ban works? Can you try other vpns, like the not so famous vpns, or is it a whitelist ban rather than blacklisting specific vpns? If u could somehow find a workable vpn, u could in theory have access to everything, unless they are using a whitelist site list.
If you can access gsmarena, its unlikely they are using a whitelist method, this means that some new and discrete vpns should be working too. Good luck.

The Iranian government has a lot of enemies and a telegram has become a place to promote rumors. The Telegram does not cooperate with the security agencies to counter terrorism, such as ISIS. Do not judge unjustly.
