There is a cultural difference where Americans try to innovate and invent new things. Whereas Chinese prefer to copy and cut-corners. I know this is gross-generalisation, however that does not make it untrue.
There are policies against plagiarism in China which are real head-scratchers. However, they are improving and getting better. I mean just last year China was able to manufacture its own ballpoint pen, instead of buying it from USA/Europe. So in that fashion, China may be able to design their own chipsets (instead of licensing/buying overseas) and maybe make their own Operating System (instead of licensing/importing).
So the ZTE fiasco is a good teachable moment to the Chinese government, and their other corporations. The reality is that China depends on USA much much more than USA depends on China, however, together they are mutually beneficial when they cooperate.
