They show the maximum theoretical performance but what actually matters is the avrage and min maintained performance over time, especially for the GPU.

When you run CPU intensive tasks other cores should fire up. There are tweaks made by the OEM as well
My SD400 has one running all the time while the others run when needed.

It is worth mentioning ROG Phone endurance is 5x the time of other phones, means you can play at highest FPS during the whole time, it does not throttle.
The benchmarks used here are just SHORT peaks, but ROG Phone can maintain this score consistently for hours, while other phones would struggle right after that benchmark test is done.
This will be relevant for Dolphin and Black Desert for examples.

Yet the SDK gives us insight on what it is capable for. Comparing to Tegra X1, it's way superior with Adreno's better uArch and fab process, even though X1 are based on Maxwell, it's still tuned down for smaller TDP and Android ecosystem
