Most people here(in where i live) will queue up to buy this "budget" iPhone especially the youngster
But there still exception like people who want to try the iPhone(well, to check the buzz) without paying a dime or people who want to upgrade from older iPhone and don't have a grand
All these talk about a budget iPhone, but people seems to forgot about the "iPod touch" device from Apple.
If Apple really wanted to give people a budget iPhone, all they needed to do is to give the iPod touch a sim card slot, and make it a bit bigger.
And for the chip, you don't even need to worry about it as apple always like to recycle their hardware, they can simply put the last year's chip in it and call it well done.
BTW, people seems to also forgot about how there was a case from China to turn iPod touch 4 into a iPhone back then.
So now, why would people still willing to pay for high price for a "budget- apple device or even asking for one? That's just weird!

If I were to buy one of the new iPhones (like that will happen, lol. I can afford it though) I'd get the refreshed iPhone X due to better specs and camera, plus it's smaller and lighter.
The only reason for you to buy the budget iPhone is to just show off that you have an iPhone (a.k.a. Social Climbers). Those that will (barely) afford the budget iPhone will probably get the smallest storage capacity just to say they have one.

I have not jet seen it lag or being slow on anything. There is nothing with apple phones that justify there high cost. And it all depends on what you do with your phone that you need this flagship specs on it. Better camera that do few pixel better quality over note 5 AI isnt worth 300-400 more dollars.
I for one dont even care about camera as i dont use it pretty much never or i use it to take water numbers or electricity numbers for month cause they are located in a place where it's hard to see them. For that i dont need flagship camera. For my needs my Note 5 AI does very good quality pictures.
Updates may be a different story but i didnt buy my self a phone just to get updates and think about updates only. One of my coworkers have iphone se and he have never updates he's phone in 2 years cause he does not see the need of it when it works well and has no issues with it that he really needs to update.
I have 3GB RAM and 32GB ROM version so i bought one 64GB SD card for it for 12.45 euro

Remember noob, Apple only does Flagships. A year old flagship from Apple (depending on processor power) is equivalent to a midrange. A two year old flagship from Apple is equivalent to a low end.
