I think it would be a smarter strategy for Samsung to launch the X before the S10. In that way, people will have time to come to their senses and realize that the hugely expensive X is not really the flagship, but a completely different and niche product, and then get excited about the S10 still, a couple of months later.
If they do it the other way round, people that were excited by the S10, will be disappointed when the X launches, an feel like they were cheated out of the real flagship.
If they launch them at the same time, the X will steal all the thunder.
