You must agree not to supply them to specific embargoed nations. ZTE agreed to those terms, then turned around and broke them. Over time they worked to negotiate an acceptable punishment, but ZTE then chose not to fully comply with that punishment. THAT is when the ban was resorted to. If ZTE had abided by the original agreement, no ban. If ZTE had complied with the negotiated punishment, NO BAN. They brought it on themselves.

Anyone who saw the movie Snowden (highly recommended), will know what is going on. The Chinese might be trying to put spyware on their android phones they sell, whilst the us is trying to put its own spyware on android phones. Why else would us authorities be getting so nervous?.
Anyone read the permission setting on apps?. They have access to everything on your phone.... Who controls what the app does and does n't?

I still say the government knife stuck in the back of ZTE & Huawei, is a result of lobbying from Apple & Samsung towards congress, the FCC etc. Apple & Samsung, due to carrier branding and the 24 month no interest payment for a new phone, has pretty much a stranglehold duopoly in the USA market.
I think those two would do ANYTHING to keep a serious competitor out of the USA market. Since congress controls the FCC purse strings, the lobbyist money funneled to the members of the house or senate, gets them to pressure the FCC to tell carriers, who's staying in business is based on yes or no answers from the FCC.

Sad to see so many people sticking up for the evil dictatorship of China and their rampant, worldwide program of industrial espionage and lashing out at a democracy trying to protect its citizens. :-( You should be hoping every Chinese company fails for the sake of the free world, so we don't all end up getting squashed by tanks like they did to peaceful protestors in Tiananmen Square - maybe some of you are too young to remember.
