Midranger with the slowest/the most basic SnapDragon SoC? Wow, that's gonna be a complete failure.
Midranger in 2018 is SnapDragon 660/670/710. Everything below are low-end SoCs.

you can buy htc u ultra flagship with sd821 and awesome design awesome display and very good cameras just with 200$
All OEMs should avoid the SD400 series these days. We have mid-rangers from the likes of Xiaomi & Honor offering flagship chipsets in that price segment. The minimum chipset any non-chinese OEM should use is SD600 series, preferably 660 or above. I guess they could put stuff like SD630 & such on low-end phones, but no more SD400. Just kill that series already!
No one will pay more than a 100 quid for a Snapdragon 435 handset, Snapdragon 636 devices are available for around $130. HTC still thinks it can charge premium prices for entry level phones, even though I used to love this company I hope it closes down soon.

Maybe they want to test some software on this low-end hardware (perhaps to test optimization). We did it all the time to ensure that our app runs on all sorts of phones.
I can only imagine that the process would be more rigorous with an Android skin / some other s/w feature.
There are scenarios where a simple simulator is not good enough.
That being said, it would be a complete disaster if the phone is launched at the end of 2018 with an old 28 nm 2016 processor. They better sell it for peanuts ( like $50).

What else could they make with a Snapdragon 435, a smartwatch? The paragraph above doesn't make any sense whatsoever.
From when a 435 is called a midranger???
6xx i can or we can call a midranger
4xx is a low tier in case of 435 is a super low tier.
So with price up to 120 should be affordable by many people who needs a phone just for call and brownsing.
Othervise or in case it will cost a lot more noone will buy it and this phone can possibly kills the HTC brand.
