Like what you've said, it is used for depth sensing, and not to capture photos. Unless it's a RGB sensor, there isn't a need to have megapixels inside a ToF sensor. Let the primary camera sensor do its job of capturing photos, with the ToF sensor on the other hand providing depth sensing information that can aid the primary camera sensor, that'll do the job
If I'm not wrong, this not only applies to Korea, but also every other country that's getting the EXYNOS variant, like here in Singapore. Pretty sure this has something to do with the different antenna bands that are required for different regions of the world, but I digress

Hence, megapixels are definitely not the criteria we need to be focusing on to compare the quality of different ToF modules.
I would not be surprised if it is less than 1 megapixel too.
