No they arent and you definately can't compare this to a second hand car, when you buy refurbished iPhone, no-one have touched that device or parts before, if someone haven't actually opened the phone.
i don't think you quite understand the subject. It's not lottery and it doesn't matter how earlier user used it, they have changed all the meaningful parts and you get new outer shell. You won't notice any difference to new device it's basicly new device, they also tested the product so it can be sold. I'm currently using refurbished iPad Pro because i got that from warrantly.

Refurbished are still used phones. Even though you have warranty on it, the phone still was used by someone else before or it got some parts replaced.
What I am trying to say is, that second hand phones are like second hand cars. It's a lottery, if you don't know who or how they used the product before. And when you are paying a premium money for it (in this case 700$, with whom you can pick other phones brand new), then it is not worth it.
Unless, you really want an iphone, but even in this case, you are rather better with an iphone 6s or 7, which cost maximum 200$ with 1 year warranty. Even if they brake after 1 year, you are not going to cry too much.

Apple refurbished items are treated as brand new when it comes to warranty at any Apple store in the world. Most companies do three months at most but apple is confident with their refurbished products that they will give you a full year with Apple Care options. Customers satisfaction means so much more than spec sheets.
