It's because brand value of Samsung is bigger than Xiaomi.. Also Samsung is Android market leader and bigger as company. Don't forget also Xiaomi earns money also from ads on their MIUI. That's why the sell mobile cheaper. Xiaomi is IoT company while Samsung is electronic company (producing electronic stuff and semiconductor chip).
