There no new changes, looks the same, you need a magnifying glass to see some lines, borders a little different. The same turd stuck on the pipe at floor 10.

If you have an optical drive, you can swap it with HDD so you get the speed of OS on SSD while keeping the large (and cheap) capacity of a HDD.

I have Windows 10 1909 on HDD, 4GB RAM and i3 processor Acer notebook and also I have Windows 10 1909 on SSD, 8GB RAM and i3 processor new Dell notebook. Difference is huge. Acer is so laggy and slow and Dell is so fast. I change HDD with SSD on Acer and performance is now much better.
You have problem with hardware. Upgrade hardware and all will be OK. New versions of Windows 10 uses more resources.
From now I will newer buy PC or notebook without SSD, i3 processor and 8GB of RAM.

it works fine ... moreAs your laptop is quite old, I can safely assume that your laptop doesn't have M.2 port to add a SSD. So I would suggest you to replace your laptop hard drive with a ssd. SSD is expensive, so choose a 250 gb or 512 gb ssd and buy an "external hard drive enclosure" to use your old laptop hdd as an external storage drive. Install Windows 10 on the SSD. Trust me, you will see a day-night difference in performance.
But if you don't want to spend money then;
Updating Windows creates a lot of junks. Sometimes it mess up the update process and thus slows down the computer. I would suggest you to backup your "c drive" and clean install the current version of windows 10. Also after clean installing windows 10 give it few days to settle down all the background processes. After few days performance might increase. I myself had experienced that.
