That's not all Vivo was missing. They need a 5,000+mAH battery, stereo speakers, AND the higher refresh rate so hopefully they step those up.
Also, slap in the face of those who already bought the 3rd phone...this is like what Black Shark and Red Magic did just because Snapdragon 855+ was released later last year.

After Redmi K30 Pro's '60Hz' announcement, Vivo sees the opportunity to launch IQOO Neo3. Vivo may succeed in enticing away some of those Redmi 30 Pro's potential buyers. It is always good to see more choices. After saying these, we have to say neither IQOO Neo3 nor Redmi K30 Pro will be able to challenge the preeminent position of Honor flagships (last year's Honor V30 Series and the upcoming Honor 30 Series) in this price segment ($400-$600).

Excellent news!!! Another gaming phone joining the lineup... High refresh rate critical for gaming phones...
Just spent a good couple of hours intensive game play on Cod. My Red Magic 3S cooling is amazing. Really solid as a rock stable gameplay.
These new generation 865 powered gaming handsets are phenomenal. Beyond words.
