It's not meant to capture billboard-sized photos but it is instead used for oversampling, a clever alternative for optical zoom. Now, lossless zooming is possible on mobile phone cameras because of oversampling that uses super high resolution sensors.
Just like what they did with the N9 when Elop leak the SeaRay, they are doing the same thing now. "Don't buy the 808, wait till a Lumia PureView to come"

All a consumer expects from a smartphone is performance and an OS that’s amazing and fun to work with. A real smartphone buyer will pay for something that even has an outstanding performance or at lease average performance… not a dead OS… Camera, I think, I just not enough to get consumers attention…
although I hate to say that the Symbian OS is dead/dying, I will still get Nokia 808 PureView for nostalgia. Then I will go to WP or Android or whatever OS Nokia been cooking lately.
I think PureView will become a series of phones with PureView tech and specs
common Nokia my one and half month old son is waiting for his photos and video to be shoot proudly on his dad's Nokia 808
