This picture could be real but it was surely shot on a tripod.
I can get this type of picture with my Xperia XZ2 at 1s of SS and let's say an ISO of about 800~1600 depending on the moon light. (All this on a tripod of course)

Even when they are from phones they will usually be edited to look better. Still, for a midranger this is likely to have relatively good lowlight performance as it has the same sensor as the Mate 30 and V30 and the kirin 820 also has included the same image processing tech included as the kirin 990

I don't trust any company's sample photos. Most use a professional camera and pretend it was taking using their phone. And of course we know Huawei is gulity of this as it was proven couple of times.
