Huawei can place many orders before then that will supply them with chips well into the future. Trump wants to appear tough on China for November but don't want to piss off Taiwan.

The title is wrong to say it is "unaffected".
It really depends on when the ban is effective, when the order was made, and how TSMC responds to it. I don't know this information, nor does GSMArena. This could be an initial small batch (100 units) to test the prototypes, make a few changes, and polish their drivers. Or this could have been 1 Million units that were placed as an order a month ago, and paid in-full.
So they may or may not show up on the Mate 40, which is usually set to be unveiled in October, and released in November ready for the Holiday period. And even if they show up, would they have enough stock for the phone, not to mention other phones like the P50 Pro follow-up, as well as the "flagship" from their Honor sub-brand?
And how would this affect previous contracts, like the already produced Kirin 900-series and Kirin 800-series chipsets. These may be continue production literally unaffected, or they may be allowed to finalise production, or they might be halted. Each three affects Huawei in major ways; Huawei becomes a lower-rate Internation brand, or Huawei becomes a China-only brand, or Huawei starts using their own fabrication/SMIC solution.

I'm still on 3-4 year old Kirin 955 and it's not too bad. I don't feel an urge to upgrade. I remember previous phones that just got slower and slower with every update as they aged until it got unbearable. Not my huawei. Even the 3-4y old battery still shows 88% health in Accubattery. What other brand does that?

I'll wait for Mate 40 & look how it turns out, wether stick with Huawei or jump to another brand.

LTE: 1/2/3/4/5/7/8/9/12/13/14/17/18/19/20/21/25/26/28/29/30/32/34/38/39/40/41/42/46/66/71
5G: 1/2/3/5/8/2838/41/66/71/77/78/79; mmWave: 257, 258, 260, 261
so that they can test how many Americans care what the US government says and purchases the Huawei phones with those bands. That would be a ton of fun. lol.
