I think you're only counting software optimization being the only optimization. In that case you're wrong.
About your development doubt, That might be true also.
Because Samsung generally announce their flagship SoC with the phone. But normally the SoC gets ready at the end of the year.
But Exynos 990 was all different. It was announced too early(possibly in october if I'm not wrong).
Normally the core design usually gets ready much before that(almost a year ago of the device).
So, we can say the mongoose M5 was ready on early(Q1) 2019 or before that(According to this logic a mongoose M6 might be almost(not fully) ready to use in a SoC as well).
So, that again points to SoC optimization.

All world SD isn't going to happen.
They are saying they will use the latest CPU and GPU for home country.
So, what will they use next year in Korea ? Have you ever thought about that ?
My guess is, cortex A78 and Mali GPU isn't going to be used in Exynos 992.
Unless AMD GPU is ready and is much faster(also efficient) than the latest GPU also if they use Cortex X1 core in Exynos 1000. (also note that 5 nm isn't going to happen)
If Samsung can do these then it's no harm to use globally.
Simple logic.
And you can be pretty sure that not a single Note 20 and 20+ isn't going to have Exynos 990 SoC and trust me even if they use the same SoC, they're going to change the name anyway. Because Exynos 990 didn't really had any love from fans, only hatred.
Even if they use the same tech they're going to optimize the SoC.
This will make the SoC much better and personally I think the issue with Exynos 990 is optimization.
Because they didn't have anyone to do better optimization as they fired the mongoose core division(before the made the phone). This is why the mongoose is so power hungry as well as the G77 GPU. Even Old exynos mongoose core and Mali GPU were more efficient.
Anyway last opinion was only my guess based on logic. So don't hang to this. Your answer is at the top part.

Do you know that any S20 model with Exynos is more expensive that the ones with Snapdragon chips...
Actually here in SA the S20 Exynos versions come with no 5G and only 8GB RAM and they're all more expensive than Snapdragon versions with 5G and 12Gb RAM...
Plz explain how Samsung thinks...we'll never buy their crap Exynos

Does that make their new sheet work worse when they release it? Absolutely not, because software optimisation is irrelevant here. Software optimisation ONLY matters if they'd add new features, like DX12, RT, physics.
