I don't think some people realise this is a SNEAK PEEK of WP8/7.8 primarily for DEVELOPERS and OEMS. They even say in the video there are still many end user features to be announced. All the information they've released is relevant to what developers need to know so they know what is possible for them with WP8.
As far as 'legacy' devices only getting WP7.8, they've only been fairly vague as to what is included with 7.8 apart from the new Start Screen. Chances are it will include a lot more important software features from WP8.
Microsoft could just call this update WP8, much like Apple do with iOS 6 and the 3GS. But there is really no point in that considering it isn't the same OS. While the UI will look much the same the core of the OS is completely different. Idk whether it's possible to change the kernel on existing devices, but I could imagine that it's a lot more complicated than it sounds and not worth the time.
And on a personal note, I'm not sure on the new Start Screen. I like the small tiles but it does seem messy. Maybe it'll grow on me. I used to think the WP7 Start was ugly, but now I couldn't imagine not having those tiles :D

HDMI support? MKV file container support? I need these features If I'm ever to swap from Android.
Finally. now I cn leave buggy android and move to the fastest n smoothest o.s! awesome. Now lets see what nokia or htc will come out with!
The reason windows phones didnt have dual cores is because its a stipulation of microsoft. So for all those people going welcome to the time its not the manafacturers fault. As for their new design scheme, it seems pretty impressive and will give android/iOS a run for its money. Only problem windows has is that is very app limited. This in mind though the phone is capable of out scoring android/iOS in the business department.
Basically in a nutshell all these android/apple fanboys need to stop slating microsoft and windows for bringing out things that these did many moons ago. So before slagging off any brands etc, remember windows stipulations are a lot more strict. Android is much like a prostitute allowing anyone to use it how they like. (i.e third party apps that cause damage to phones)

Even though I am a hardcore Android fan, I have to say this, WP 8 can give Android stiff competition..
