If yes to one of the questions than you should consider it. In the house we have an iPad 2018 / iPad 10.2 / iPad Pro 10.5 / iPad Air 3rd Gen and they all feel zippy in normal use and play all the games fine.
The iPad Pro and the iPad Air are better at making videos, but as we use them for this task only on holiday ... for the time being I am keeping my money.

Therefore, there maybe a possibility of new iPad to have it. Also, if it doesn't, most of the people like me, are waiting for two main things:
1)USB type c
2)the pro like form factor

Interestingly, I remember just a few months there's a rumor of a 10.8" and an 11" iPad. I wonder if the iPad Air is going to be an 11", and while the budget iPad gonna have a 10.8" display. Hm, who knows? Anyway, I need an iPad upgrade since my iPad (2017) screen is shattered. If this is true, then I'm going to pick one up in the fall if there are no new Chrome OS tablets.

I know many like the 4:3 aspect ratio. But I really hope the new air adopts the pro aspect ratio which is a good compromise between 4:3 and 16:10.
