They then locked it down by separating Gapps from AOSP and required vendors to obtain a license for GMS. They were never serious about open source but now that it is they can't go back on it and, with GMS, they still have some control over it.

Google is in no way perfect, but atleast it open-sources Android, a large part of which was made by them at their own expense, also sponsering other open-source projects as well as a privacy level, a lot better than Huawei.
      What does Huawei do ? I think this will answer your question https://en.wikipedia.org/wiki/Criticism_of_Huawei ( where there is smoke, there is fire!)

It was Samsung who were never enthusiastic about taking it forward as a real Android and iOS rival, having pushed it on a few then high priced low speced mid-rangers to compete with Sony and HTC offerings which were on Android, and ofcourse Nokia's with their fantastic imaging capabilities. Samsung back then was way more focused on cracking the *Nexus Code* with Google as opposed to developing Tizen and an app ecosystem for it.

Were will you store the HarmonyOS when you don't even have storage for it..

              When it was Android and IOS

              Everyone complained about Tizen no one wanted a 3rd OS even if it good for comeptition.

              Now years later people are making Huawei and its Harmony OS sounding like the best thing ever.

              Hope these same people praising it will do the same when others do it in the future from now on. Can't be hypocrites can we
