Are you sure it's a "bug"?
Sound like a "feature" to me.
There is no way all the alpha and beta testers didn't restart their phone just once.

Just went through the whole phone (have xr) and after reboot is the same. Maybe mine is "bug free"???

honestly if that's it so far I'd say that's a win.
Usually new releases of ios seem as if they are bug ridden rushed betas that need a multitude of fixes.
If its just these or a few minor things apple is finally optimizing before release.

Surely if your testing a major software upgrades, one of the tests would be to close/restart it to see if it still functionals normally.
