Even if it run at 60hz, it still can function properly..

What the point having high refresh rate if the display is less accurate, hogging the baterry?

I rather have high quality display on midrange, than having a high refresh rate.. And yes.. I already have phone with high refresh rate,.. A niche feature to have but It not a deal breaker.. Especially in determine the value.
