Work for a phone shop in the UK. What we really need (as opposed to the prohibition of carrier locked pay as you go phones) is the registration of base customer details at the time of purchase for PAYG to combat our county lines drug dealing.

They need that on Australia too. Even unlocking phones and prepaids can cost a lot. There is also market restrictions on the availability of outright unlocked phones, and on those who used to service by selling them. Now, there is a large lack of brand variety, and rising prices, with resellers who used to sell some reasonable variety stopped years back.
