Less than 3 month gap.

Imagine playing a heavy game, 8 minutes into it, phone starts to lag, drops frames, etc.
Unacceptable for a device above 1000$.
Exynos 990 did not face the wrath of fans for no reason.
Apple will do as well.

Then a guy tested on 14.3 beta, they really reduced throttling. Now it doesnt thottle in 2 minutes like it did last time. Now it can do atleast 8 minutes without throttling.

There's no optimization on iOS, if there was then iOS 14 wouldn't have so many bugs.
Compare that to Android 11 which has very few bugs compared to iOS 14.
Android is more optimized despite having tons of different devices to work with.
