I think, actually rethinking in a new pop-up mechanism is way more efficient than a bad under display camera.
Most of people don't use their selfie camera often. Something like 20 times a day . So if they can manage to insure it won't break in 10 year by 20 times using it per day and also inventing some kind of mechanism to protect the camera from fall damage it will be a leading technology.

So it's presumably still a screen cutout; it's just that another screen is taking up the space for the cutout on the main display rather than a solid black hole front camera.

I wonder why it's not possible to just make the OLED panel transparent and use a black background, as well as to have a sliding mechanism behind, which would block the front camera when it's not in use.

Does that mean that area where the smaller screen is located is going to look worse? because if so, that could be annoying (not more than a punch hole or a notch covering a portion of the screen annoying, but still quite annoying).

I am all for under display camera tech. It would be more secure than the standard punch hole, notch, or top bezel camera since the screen has to be off on that part for it to work (I wonder if the camera just sees a bright blurry image from underneath with the screen on) and I only use it for face unlock. It would also be as aesthetically clean as pop-up and swivel cameras but with more space internally (hopefully).

The first gen of a new product is mostly bad, take it for example Galaxy fold 1. But still I hope this works better than I anticipated.

If it doesn't give the optical clarity that a normal camera gives then it's useless.
Rather have an Infinity V or O display that I can turn the notification area black if needed.
