Recording phone calls without notification would be best.
Here in the UK GCHQ do it already and it would seem a good idea if you get get loads of crank call from all and saundry , which happens to me.
What might be better is a function which tells you if someone has paid for a landline number to use as a spam dialler , you know the type of call I mean.
Some people pay for a landline and use it to dial everyone in the world to sell or scam you with bad products or just want your credit card number.
A UK number starting 0203 is from London apparently but mostly it from the Far East.
They cost £5 a month and calls are free.
0161 is from Manchester supposedly but really they are again in the Far East.
Numbers that are not from a real residence or business should be listed as SPAM SPAM SPAM....Wonderful SPAM.

God...Thats the heavy part ; to make and maintain the full O.S like google does ; not to make a few features.
