Most people I know either tape their camera or have a laptop with built-in camera hidding mechanism, so I really don't know who will buy a laptop with a camera under the screen which you can't cover it.
Laptops are much more vunerable to hackers than smartphones.

Most have mediocre quality anyway. So even if the images are bad, users won't notice it that much
