No one else is making these allegations. Huawei is a maker of telecommunications equipment and consumer electronics and Xiaomi just makes consumer electronics. The US has provided no evidence whatsoever to support these bans.
If the US isn't trying to hold back tech progress in China, what is the justification for these bans?

You people should do a little research into US technology to understand that they don't need to hold back Chinese tech. Even the more "simple" tech of SpaceX for example put's China's rockets to shame.
And the US military has alot more than simple rockets. That should be known at this point.
