Personally, the Google Pixel 3 is the perfect size and weight for a mini phone.

You're obviously not the target audience for small phones.
IMO height doesn't matter, I would prefer a long Sony phone or a flexible flip phone over a tiny phone like the iPhone mini.
68 mm+ in width is very difficult to hand. Hand gets tired very quickly. 66 mm would be optimal.
According to me Mini means mobile under 4.5 inch screen size with big RAM and battery.

5.8" display + 4,000mah battery is a good "mini" size in today's 6.6" mobile phones.
I think iphone 6s, SE have perfect form factor, however battery capacity is something I will like to see go up

I think 5,0 / 5,2" 18:9 with ultra small bezels would be the perfect size. My 5,5" 18:9 on my pixel 3 is just a bit too big.
4.7 inch with minimum bezel would be my ideal size. I got iPhone SE because of this, but the bezels are huge, so it's not ideal. But there weren't many other options. We got iPhone 12 Mini and I'll still considerate. I just wish there was more to choose.
I think most people would wish to type n read while replying a message, so a bite taller say 5.7" may help.

by increasing the thickness 2-3 mm manufacturers can put reasonable capacity battery and hardwares like good camera and hi-fi dac units for headphone in to the sub 135x65 mm format.
I have Pixel 4a and it is good size, really good compromise of thickness, width and tall. I would prefer a bit smaller, but as of now, there are really few options. I think a bit thicker would be fine for better battery, but that is all I could think of right now. Pixel 5 looks good overall.
I think screen size MUST be less than 5.5 inch for anything to be called truly compact. and anything below 5 inch is probably too small of a screen by 2021 standards. so screen size between 5 to 5.5 inch is the sweet spot.
Further the weight has to be under 150 gm to be truly called pocket friendly and wrist friendly phone.
If these things are fine then i think the phone is ok enough to be called compact. Dont care about bezels as long as they making good use of that space for example using it for front cam, front firing speakers, sensors, mic, etc. If its unnecesarily full of bezels then it would simply look ugly. And anyone who is into compact phones in 2021 probably also cares about aesthetics and wont buy an ugly phone.
Ofcourse anyone can make such a phone... winner is the one who manages to pack sd card+dualsim+3.5mmJack+4000mahbattery within that formfactor.... personally i can afford loosing some slimness of teh phone if they manage to compensate it with good battery and durability (slim phones are more succeptible to damage). As long as its with 150 gm iut should be fine for any palm/wrist.
The best comfort size is form factor from 5" screen old resolution (which is 16:9 ratio). Make it full screen and it's perfect. As example using form factor from xiaomi mi4c. Not small but not big too
