That's Windows Phone's Resume function reloading the app. It saves more power of the phone's battery along with WP's Sleep mode and WIFI's auto-off mode.
Android always lags version by version in solo-core mid-range phones and take a look at the same solo-core mid range phones running WP8, NO LAG, lots of essential battery saving functions though app catalog will slowly grow to be the best ever and the 'other' expansion problem to be solved with WP8 GDR2 or WP Blue.
This just barely scratch the surface on the Lumia 920.

Recently, a friend of mine who was using Htc Windows phone switched to a Samsung Android phone. He says, he now dream of his old phone because android lags pretty much. And this is true. Android really requires high processing power.
And regarding those ''genii'' who complain that windows store is empty, it is growing very fast. Check windows store before complaining something which has no ground. It now has major games from major developers.

Fast?? No. Good multitasking? My FOOT! I cannot even upload photos via the Facebook app once the phone goes into sleep mode, and I need to make sure the app is currently having the focus in order to allow the uploading to continue.
Windows Phone is good? I think you have not really use the most out of Android at all.
And regarding why we get WP in the first place? Is because of all the MS advert saying smoking other platforms, which turned out to be totally BS to me! And now I'm regret wasting my money even trying.
Lumia 920 is a beast. Most innovative phone. Here is why.

2 million Lumia's is nothing to really cheer about. I will assume of those 2 million lumias are the lower model versions.

Were you expecting fast spinning tiles or something? And a link please. No WP8 owners complain of a laggy OS. I own a Nexus 7 and the overall experience is wrecked because of lag. I also own a 920 and it's never stuttered once. Especially a link to a professional who says Lumia is on par with Android of 3 years ago. I think it might just be you.
And why would you buy a phone with an OS you hate? Who does that? Anyway, a fool and his money are soon parted. Clearly.
First time ever, I think NOKIA deserves success. It has top notch services for customers, Nokia actually actively seeks their feedback and suggestions. They have been delivering absolutely gorgeous apps to their phones lately and actually quite polished top notch phones too, minor bugs there and then. Still, they work to solve those bugs and already done so for plenty.
One thing I would hope that they (Nokia and Microsoft) would be more open whats to come, really they could confirm if this "2 million lumias sold" is real for example.
Imagine the tech these two giants could unleash, if both would focused fully..
Nokia has been most busy company in both Hardware and software combined lately.
