By the way Samsung, we still await Jelly Bean for remaining phones from September 2012 update list (Ace Plus, Mini 2, Beam)!
Sam testers don't have time to perform this basic check as they are busy with so many similar device to confuse the customer. After the update users gets more space or it's still 8GB.
They were clearly not happy with the phone when they released it... why does is the majority of the phones storage space is taken up by the OS??

It seems that Samsung’s software takes up about half of the 16GB models storage space, leaving users with only about 8.82GB of available storage. Of course, you could always expand the storage of your unit via the microSD slot, as the Galaxy S4 is expandable up to 64GB. The apps that take up 45% of usable storage on the device are Samsung apps such as ChatOn messaging, S Health, S Travel, Group Play, Dual Camera, Samsung Smart Pause and S Translator, among others.
16GB Samsung Galaxy S4 only has 8.84GB of user-accessible storage.
Now that's what I'd call 'fast update'. It's not even yet available for the majority of the world's inhabitants.
S4 has been released just weeks ago and now OTA update... it shows software was incomplete the same as S3 some applications were not working and people are quite about it. In HTC we wait till all is complete...Good things comes to those who wait
