Kevlar would be a better option, but let's face facts: Samsung has for years had trouble with making devices that look too much like others. And we've seen many law suits. So a design that would look too much like Motorola's RAZR line-up would not be good for them right now.
Still, the appearance of carbon fiber and kevlar is very very similar. To be sure, sammy probably have to skip the soft touch, and have it to be a hard back.
Btw I don't get your passion for plastic (polycarbonate). The most important factors for phone use are better with aluminium. High grade aluminium has better stiffness to weight, tensile strenght to weight, not too mention ultimate tension strength. The only benefit of plastic is cost of production, easier and cheaper to melt, mold and re-melt.
Be happy that your favourite phone manufacturer will finally move towards better materials for the phone's housing.

Carbon fiber generally uses plastic as substrate, but is better than policarbonate.
