The real reason is that Nokia used to have the biggest market share on the smartphone market with their Symbian Platform and they failed to realize that the situation can change real fast and that it's Android that is going to take everything that iOS hasn't. I suppose it also underestimated iOS. So it underestimated both and sticked to it's own platform, which was Symbian, meanwhile the other big boys like Samsung and HTC we're already working and testing on everything to tackle iOS and it was Android that started showing up. Then the point came when Nokia realized they have a huge cash deficit and people suddenly stopped buying their Symbian phones. Then they saw that at that time Samsung and HTC and others already had Android phones aswell as WP7 phones up. Then Nokia had to do something and Microsoft came with an offer. Well Nokia believed it would be more successful and even though at that time I was already forecasting everyone that it's going to go very bad for Nokia, I didn't realize it would be this bad, because it turned out to be extremely unsuccessful. So they did team up with Microsoft and after a year (even though they were already to late in this game before making the contract) they managed to release their first WP7 phone... So they knew they were too late with Android, but WP7 was very fresh, so they did try it, and it wasn't too much of an option anyway, because Microsoft bought part of it and paid some of their budged deficit that way too...
And now Nokia with Android? A little bit too late. They could have managed with Android at the very best at the time of contract with Microsoft... Right now their R&D is seems too low, or they need to take a huuuuuge loan to get going in this game again. Just look at current Nokias highend phones, they match the hardware of the 2 year old Android phones with extra weight (look at Lumia 920 which is heavier than a phablet!). Right now the only department where Nokia's R&D is performing better than others is in the camera department, unfortunately this isn't the key point in todays phones, since all the cameras today are very good anyway...
Nokia will never do a android phone..it is said before and rhe decision remains...
Don't make mistake. Let Nokia alone in the dark with its old fashioned WP. Finally all of us would see Nokia ended with painful death, in other side Samsung keep rulling the Android world with unbeatable specs smartphone. Android doesn't need Nokia.
There are many smartphone makers much better than Nokia such as Sony, HTC, LG, and of course Samsung, so it would be better for Nokia running to the death for WP. Lol. Hahaha...

plzz people, if nokia makes android phones is wrong n we sure that nokia will never make android phones, android is need dual core prosesor 1ghz n 2ram gb, not like my symbian belle nokia E6 N8 C7 X7 just need 256mb ram n 600mhz single prossesor n multitasking is amazing can play 1080 p video, can play ashpalt 6 transformers n game 2 gb like assasin creed now, Android, i waste of money buy xperia sola with powerful gpu, dual core 1 ghz prossesor n ram 512 mb but is CANT play game plants vs zombies size is just 300mb so, android is not a real smartphone like nokia belle or meego os or maemo n900 n, i hope nokia will never make android phones
Biggest problem with WindowsPhone is the Hardware restriction by Microsoft. As long as you cannot implement such things like 1080p display etc. for WindowsPhone, just because Microsoft gives such crappy restriction, they will never ever gain meaningful market share.

Please start making Android smartphones ... I don't say stop using Windows Phone platform .. you can use both Windows Phone and Android platform to maximize your earnings ...
