As for 4K Video that's not surprising, people have been making 4K video with devices like the Nokia 808 Pureview for some time now
I don't think we actually need the 4k resolution , the 1080p is more than enough

1/2.3 inch is too small. 1 inch is the min sensor for quite good camera.

and You can make a very stabilized FullHD clips from 4k video in software like sony vegas, adobe premier ect. Even youtube have that option when you upload video.

The camera will be great, its the same sensor that Sony make for Nikon and Canon compact cameras and the 4k is just a extra, you don't need to use it if is too much for you, but for me is just great thing, 4k TVs will be standard for a few years and you can extract hi-res images from 4k video which is such a great feature.

It's nice for those who care more about numbers on a paper than actual quality.
In short: it's a phone, with the optical group of a phone (and every single limitation that comes with it). That alone sets the ceiling for your quality, not the number of pixels your sensor is able to capture.
I am far more concerned about lens quality and the much needed adoption of optical zoom in a phone (which is costly and Sony doesn't even want to talk about).
It's cheaper slap a 4k sensor than actually make this a very high quality cam (for the size).
