I'm facing this challenge, if we have a phone with region lock and we are travelling to a country which not on the list what we have to do? Need to purchase another phone? Please understand the world is getting smaller for the people so please withdraw such foolish policies which will reduce your popularity.
I'm one among the fans of Samsung and we expect a change in your region lock policy.

I was even willing to pay $40 to buy the unlock code but was told that the unlock code is not available!
So I am gonna try to research a few more tricks to unlock it and if I still fail, REALLY I am gonna hammer this phone to pieces (even if it still works for local sims) out of spite for such people (yes, SAMSUNG I am sure is run by people, not robots (although it appears as such)).
Goodbye Samsung, you've become too big headed for most consumers (even to the loyal ones) it seems and I believe that I am not alone feeling like this.

I recently bought an S4 here in SAUDI ARABIA which is region locked in Middle East. When i first activated my phone, i used a sim card from philippines and no doubt it is locked and asking for a code.
My friend who also bought same phone as mine, inserted a sim card produced here in saudi when he first activated his phone. I asked him to try my roaming sim (Philippine Sim card), and unfortunately, it also asked for an unlock code.
so, how is that samsung??
I was seconds away from buying the Note 3 when the sales guy casually mentioned this to me. Excuse me? This immediately went from being my phone of choice to being 100% out of the question.
I was going to buy the Galaxy S4 next week but due to these news I think I m going for something else.. Sorry samsung, you disappointed a lot of loyal customers
Guys!!!! Despite of all untrue statments from Samsung the Galaxy Note3 is region locked as was already stated by many users!!! We bought 2 Note3-s (full price no provider binding) in Vienna Austria and started up with 3/Orange cards. In the shop we were told by Samsung representative that the phones were not locked. We tried then with cards from India and Dubai, and in both cases both phones were asking for unlock code. That's it! Both phones went back to the shop for full refound. The same 2 cards were working fine in all Galaxy S3-s we have. Shame Samsung to cheat costomers!!!
AnonD-77889, 03 Oct 2013So like you said earlier, the EU sims have a blacklist with asian region sims on it.But they are not told us that they have a blacklist for the sim card. PEople in XDA find out about this.
Samsung say something else and they say it would working if you follow them method or go to the Service Center.
BUT it is not WORKING

another thing is the talk of activation is deliberately misleading information announced publicly or leaked in some way. there is no activation procedure... simply the mobile is region locked and will work with a sim from that region. if it works in other region that doesn't mean it was activated... just means samsung has not yet black listed the network for some reason and may block it anytime in the future

Luckily I'm buying the american region note 3. That shouldn't be a problem since I live in the caribbean.
Amazon already has it for an extremely better price compered to my home price. With a notice clearly stating they are selling the american region one. I would be saving around 150 USD, which is almost 1000 TTD.
My cousin who lives in the UK(holborn) bought his uk region note 3 there and used an O2 sim card to activate it. He came down here and swapped from the uk O2 carrier sim to the caribbean(trinidad and tobago) bmobile carrier sim and it works.
there is no such thing as activation. that is the source of confusion by all. it is disinfo by samsung. activation does not exist. those phones are region locked. period. some networks work outside the region because its not black listed by samsung for now.. otherwise assume the phone is region locked
