READ AND SPELL TIME XD
"When using a UK SIM card first with the handset, the publication was able to use any other SIM card thereafter, non-EU regions included – in this case a UAE SIM card was used.
When using the UAE SIM card first with the handset, the Galaxy Note 3 was locked, meaning it needs an unlock code before working with a non-EU SIM card. However, in this case any SIM card from the EU region (or the region the phone was intended for purchase) will still work with the handset, even if it’s used after the non-EU SIM card was unsuccessfully tried."

Pretty straight forward if you ask me. Its still annoying though but its an unlocked phone you're buying regardless.

Here you go
Now, you can either do your research and use reason to come to a logical conclusion or just read and take in bs on the internet instead of filtering it out.
I don't care what other people have to say...as long is they don't have credible proof(photos, videos or scholarly/offical articles) I'm not going to lend an ear.
Click on the link, read it, watch the video then eat your own words...or come back and delete your post.
"It will work with other regions, after you activate it with a sim from the same region the phone was bought"
Well, or not! I saw at least 5 different persons on xda that did that and are still locked. How come ?
And why the sticker is not saying that activation will remove the restriction?
AnonD-77889, 29 Sep 2013It will work with other regions, after you activate it with a sim from the same region the pho... moreExactly, after Samsung's last decision it is not an unlocked phone anymore.
1-you activate in your region by inserting your carriers Sim card, now your phone IMEI number is registered with that carrier.
2-Now you go to another country and insert that country's Sim card, the carrier of that country will instantly lock your phone, because it will recognise that your phones IMEI is already activated and belongs to a different region country.
You will go to the visiting countries carrier and stay in a very long queue for hours, take a copy of your passport with you, after some very long waiting they will tell you that "Now you can go to your hotel and your phone will be activated in 24 hours"which, most probably will take much longer time, if ever.
[deleted post]Thank you for the link!
Mr Chris Smith wrote a good article in which he points to a lot of unanswered questions too. Just to quote one: "In this case, why is Samsung even bothering with this procedure?" Something stinks, sorry.

Otherwise it is not an unlocked phone, just a locked phone selling at the price of an unlocked phone. Logic
Once you activate it in your regional country, there is simply no way that it will operate with another regions Sim card without registering your phone with the carrier of the new country, which is a very long and complicated process, when traveling you better take your back up phone with you, and period.
Generally speaking, its an annoying process for some. It is, I know but the perception that the phone cannot work in any part of the world after activation with a regional sim is wrong.
But there are others, I am one of many, that will not be affected. I buy unlocked phones outside of my country to get a better price or bargain but I do not(never did anyway) buy outside my region. My region being the americas and the caribbean.
If you are a traveler and you jump from region to region(not country to country) it still should not be a major problem...just buy a prepaid sim in the country you are in, since that's where you bought the note 3 in the first place, and you can ditch the sim if you so desire and use any other sim after that.

Why start this up in 2013 all of a sudden..
Samsung need to issue in the press a full statement whats going on and why? Whats to stop all the other companys following suite.
what if you already unlocked the phone and you need to do a factory reset, do you need to insert the regional sim again?

But may i ask... Do you take the Samsung word from what they say in the email that send to the reporter and writer. And floating around by Coppy and Past ?
No where in the internet have show the real official statement. (So i think samsung just buying time for thinking about the good answer that they will told us)
No website or blog or any reporter test it by them self yet. (As i mention before USA phone with EU sim or other way around is not in case)
Except 1 website that buy the code from Russian website and it working.
AnonD-78390, 29 Sep 2013Apple also follows same policy.
IPhone bought from USA will not work in other parts of world.... moreSorry. The link that you show is about LTE connection. It is not about what we talking here.
This is not about LTE connection or frequency of 3G.
The problem is not Solved Yet. And USA sim in Eu phone or Eu phone in USA sim is not a problem.
So far as i know, now it have problem with Thai-Sim card and Chainess Sim card.
I do not know what i try to fight for. It seem my post here was delete. my post in many Blog or website (that mention this news and said it solved) was delete. I just can buy a code from the Russian website or just give up to this phone and this Company.
I just try to let people know what are dealing with.
This may sound crazy but hear me out. If you guy ever know the news that EU-parlament want the all networking in EU to stop charging extra money (or less) for the roaming when you use the phone inside Europe. Let say you have a Nederland phone with vadafone network. You can go France and use the phone without extra charge(or less) for Roaming.
This lead me to have crazy idea to think the network somehow some secret contact with Samsung to do this. So they can get A LOT of money again fro roaming outside EU
I shall try to make a video to show your guys.
If you looking back and check the Samsung's official Swiss Facebook again. you would see that, The post about this was gone.
And if you go to Source 1...to allaboutsamsung . de You would also see that Freind's of writer have a problem with Vitenam Sim card too.
I just this topic would not fade away without fixing

Learn to understand, read...and understand. Samsung's official press sources said this themselves, its the rest of the media sources that are doing a good job at confusing the uninformed. This could all be a strategy, who knows? Business is a dirty game.
Lets say you live in Germany(EU) and you go in person to the US and buy a note 3 there. All you have to do is buy a prepaid sim which should be no more than 10USD, put it in the phone so it activates and after that you will be able to use the phone back home(EU) or anywhere in the world for that matter.
Now you may have a problem if you live in Germany(EU) and you buy a US note 3 ONLINE, there is where the problem lies.
Now then...are you telling me that people(by people I mean end users) go online and buy phones from sites belonging to a different region than the one they live in? The main reason people buy a phone in a totally different region is if they are in the region in person. Which will not be a problem since they can just get a sim there one time.
I live in the caribbean and I buy stuff from sites that are not in my country but in my REGION. If I am to go on amazon, negri electronics or ebay to buy a phone(i dont trust ebay I'm drawing an example) it will work in my country without a doubt. Why? The US is in the north american region and guess what? So is the country I live in. You know what else? The phone will be unlocked internationally after I've used a regional sim, meaning that it can use any carrier sim in the world.
Do you understand or do I have to bring it down lower?
