I was also getting the same message "maximum updates rolled out".Try with samsung skies ,you will get the new firmware upgrade (4.3) .... :)

They said last year Android 4.1.2 for S2 will received on December. but they send that in February. thats why i worried about it.
Just updated my GT I9500 through OTA. The size of the update is 658 MB. Everything that have been stated in the changelog is there but " Samsung Wallet " is not preinstalled. Rather when I went to the playstore to manually download it states that " This item is not available in your country "

Almost everybody is saying this is a great upgrade, but no custom kernels are supporting it yet, will flash after that. But people who want this update should upgrade now, you can disable the Knox nonsense by using Titanium. Head over to XDA for help and guidance.
Btw, there's no Open GL 3.0 support, our device can not officially have it because we don't have the hardware, you might wanna change the first point or modify it.

There's only "partial" ES3.0 support or rather ES2.0 with a few extensions that are in ES3.0 standard. It will never be ES3.0 compatible because the majority of the new features are missing, end of the story. PVR5/XT is ahaed of its time though, being the only unified implementation.
