It's not like I don't understand you, but you really can't act surprised that in a GPE article someone just removes Touchwiz out of the equation and points out that there is pretty much the same as GPE (and continued support) in an official version of CM.

Cyanogenmod is the closed thing you have to the GPE, not the Touchwiz version from Samsung.
Hence why, unsurprisingly, you see the talk about official CM and not Touchwiz.
