Why would US DoD would use a handset by foreign manufacturer anyway, that too from an Asian company :O. More surprisingly why would they go for android. Its too open for its own good and ridiculously easy to hack ?

Knox also uses 10% of my note 3's cpu power and 150mb of ram: while not in use, even uninstalled! It searches through the phone all the time and causes my note 3 to stutter a lot, especially in games :(
WP could also be an option.

Samsung just hurriedly keeps on making new software and hardware changes to compete with everybody and these side-effects are coming in, they also had another security breach reported a week or two back! They really need to slow down and make proper software else they will keep harming it's consumers in this manner....
