-java based phones is medium range in secure os.
-Windows Based phones secure but alltime undercontrol by microsoft..
-IOS not secure..
-Blackberry not secure..
-Android not secure..

Sometime, Open source that get high attention by most user is harder to break because there are a lot of prying eyes all over the world to watch over them and not just the peoples that want to break them like Android, but the main problem for Android is that Google is still a US company.

1) National Security when in reality it is actually National Interest and US national interest is in no way align with other country interest.

Infact I made the same point earlier they will use it to spy on other govts (and just btw the other govts also do the same on US and other countries govt officials in their countries), but I'm pretty sure the system they built was not for this only. They do care about national security.
Ofcourse, with such a system there is huge potential of misuse which you pointed out, but abandoning security which is the popular opinion here because it has potential misuse is not the way to go. It is the misuse which they need to control.

At present there are no Viruses for smart phones, they are Malware something completely different and requires a user to install dodgy apps for it to effect them which 99% of people won't do anyway.

Actually I don't mind that governments uses technology to improve their security capabilities, BUT SPYING ON PEOPLE ALL OVER THE WORLD on every move they do every text they type every call every place you visit every page you like and even every word you search!! No one excluded from friendly country presidents to the mind-lost people who uses their tiny smartphones to watch porn!! with almost 2 billion call where hacked in my country I ADMIT THIS IS NOT SPY FOR SECURITY IT'S SPY FOR CONTROL they wanna control the world by collecting data of critical inventions, political situations, ideas, estimating election result somewhere and building their foreign policy over that..etc
and the surprise here is that one of the most trust-able companies ever is involved in that WHAT A SHAME!
October 2008. Lol. Android wasn't even on the market when they made this tool. That's why it doesn't come up in these docs. Android fanboys can feel safe in their ignorance. All the NSA has to do is ask for, or take, the information from Google. Google's been keeping better track of you all anyways.

2-Google accused before for letting organizations to have your files so don't think that your Android phone is safe.It's even worse because some of the viruses do that job and the spies who created those viruses will access to your files and check them and maybe put them on Social networks.
So again in security category the iOS is winner.
