I updated my 8x, changed region to US. And language to English (US), but dint get cortana yet. Please help

when im checking, it says that unable to connect to internet.. had trying both wifi & 3g..
but when i open youtube or browser, it working well..
this happen since i bougth the phone.. I can't check update..

after updating my lumia 720 into 8.1,, it restart and hangs,, whats happening,,? and after taking some photos,, it reboots and hangs,, i used to press volume down and power.. and the scene repeated again .. plss help me.. :(

And if the update 8.1 was to be made public for developers and upgrading costs nothing then why the hell would MS launch 8.1 GM update after months instead of now. They could have launched 8.1 now and kept launching updates and fixes from time to time. I haven't upgraded though. But so far i think you would have to roll back else you would be stuck with the last Beta version. I have seen that happening with other OS'es and even a Firefox browser beta version won't upgrade itself to stable version once the stable version arrives. You have to uninstall the Beta version to install the stable version. And rolling back may be way much hell for many as many would end up either wiping all the data in their phones or bricking their phones. I guess its better to wait than sorry.
