GSMarena , It's Android KitKat with Android L theme installed. nice try the person who made video :v
Reason : When he pulls the notification bar , his picture is shown like in android kitkat while in L , pic is shown in top right in small circle.
I have a better video with the Nexus 5 and Nexus 7 with what can be the upcoming android L.

Thats Basically CM11 With Android L theme with some xposed module installed
First thing came in my mind How the developer got root access even this is not released
He installed some modules Like tinted status bar etc
How Gsmarena can get fooled ??????????
Yes, this is definitely NOT android L, looks like the herathon theme to me. Come on guys, you can do better than that...
Obviously not AndroidL Android L doesn't even support Xposed Framework. Also, the Gallery app has officially been discontinued by Google in Android L.
In the "settings/about phone" menu it say very clear Cyanogenmode.
The lockscreen laggy start gives it away. Only 3rd party lockscreen app can do that. So, I doubt its L
