As usual, the new update is arriving in phases and should spread to more regions in the coming weeks. The first wave includes 43 countries which you can check out in the embedded tweet link.
Iirc, Nokia 6.2 was launched when Android 10 is not available to the public yet. So I can see why Nokia stick with Android 9.

There is a big difference in OS (e.g. 9-10), and security updates(monthly). Generally HMD are the quickest at security. OS take a while longer to test the device and cant roll out to every device at the same time.
